Second Public Announcement of Environmental Impact Assessment for the Expansion Project of Nonferrous Metal Alloy Manufacturing
I. Overview of the Construction Project
Project Name: Expansion Project of Non-ferrous Metal Alloy Manufacturing
Construction unit: Xinlide (Tianjin) Welding Materials Co., Ltd
Construction nature: expansion
Construction site: Inside the existing workshop, No. 7, Zifu Road, Ziya Circular Economy Industrial Zone, Tianjin.
Construction overview: This project involves adding two new alloy wire rod production lines to the existing roughcast workshop 1. Each production line is equipped with a power frequency induction furnace and several standby furnaces, along with a batch of new production equipment. The annual production capacity is 5,000 tons of non-ferrous metal alloy welding wires and wire materials.
II. Potential Environmental Impacts of the Project and Preventive Measures
1. Construction period
All production in this project utilizes the existing production workshop, and other auxiliary and supporting facilities, including office buildings, rely on the company's existing facilities. Therefore, the construction process of this project involves only the installation and commissioning of simple production equipment, all of which takes place within the production workshop. The construction process is simple and the construction period is short, with no significant impact on the surrounding environment.
2. Operation period
(1) Atmospheric environment
1) Exhaust gas from melting, heat preservation, and strip drawing processes: During the melting, heat preservation, and strip drawing processes, the exhaust gas is collected by a gas collection hood and then enters a cyclone bag filter for treatment before being discharged through a 15m high exhaust stack, with an emission concentration of 0.0165mg/m3. The emission concentration of particulate matter emitted in an organized manner can meet the corresponding limit (20 mg/m3) specified in the "Emission Standards for Air Pollutants from Industrial Kilns and Furnaces" (DB12/556-2015), thus having a minor impact on the surrounding environment.
The unorganized emission of particulate matter from the melting, heat preservation, and strip drawing processes amounts to 0.0512 t/a, which is discharged into the external environment through the doors and windows of the workshop in an unorganized manner. According to the prediction results, the unorganized particulate matter emission concentration from the melting, heat preservation, and strip drawing processes of the project meets the requirements of the limits specified in Table 2 of the "Integrated Emission Standard of Air Pollutants" (GB16296-1996), thus having a minor impact on the surrounding environment.
2) Exhaust gas from the skinning process: The dust from the skinning process is collected by a gas collection hood and enters a bag filter for treatment, and then discharged through a 15m high exhaust stack. The emission rate of organized emissions is 0.00056kg/h, and the emission concentration is 0.037 mg/m3. Both the emission concentration and emission rate of particulate matter from organized emissions meet the requirements of the limits specified in Table 2 of the "Integrated Emission Standard of Air Pollutants" (GB16296-1996), with minimal impact on the surrounding environment.
The unorganized emission of particulate matter from the peeling process is 0.1 t/a, which is discharged into the external environment through the doors and windows of the workshop in an unorganized manner. According to the prediction results, the unorganized particulate matter emission concentration from the peeling process of the project meets the requirements of the limits specified in Table 2 of the "Integrated Emission Standard of Air Pollutants" (GB16296-1996), and has a small impact on the surrounding environment.
(2) Surface water environment
The wastewater in this project is primarily domestic sewage, with a daily discharge volume of 2.76 cubic meters and an annual discharge volume of 828 cubic meters. After being treated in the existing septic tanks within the factory area, the domestic sewage from the project enters the Ziya Wastewater Treatment Plant for further treatment through the wastewater pipe network of the Ziya Circular Economy Industrial Zone.
(3) Groundwater environment
Based on the characteristics of the construction and operation periods, identify the impacts on the groundwater environment under "normal conditions" and "abnormal conditions", and determine the prediction scenarios and prediction factors.
1) Construction period
During the civil construction and installation of equipment and facilities in the project, construction waste, waste soil, and construction wastewater have minimal impact on the groundwater environment after proper collection, removal, and environmental protection measures for discharge are taken in accordance with national and local requirements.
2) Operation period
① Normal condition
Waste engine oil and other hazardous wastes are temporarily stored in the hazardous waste room, inspected daily, and regularly transferred, ensuring no contamination of groundwater.
② Abnormal condition
Based on engineering analysis, the plant area is equipped with a hazardous waste room. During the handling and storage of temporarily stored waste engine oil, there is a possibility of leakage and damage to the floor of the hazardous waste room, which could lead to groundwater contamination by petroleum pollutants.
This prediction examines the relationship between pollutant concentration and downstream distance (C-x) for oil leakage in the hazardous waste room at 100 days, 1000 days, 3650 days (10 years), and 7300 days (20 years). According to the prediction, the petroleum-based substances (oil) in the hazardous waste room do not exceed Class III standards and are all below the detection limit at 100 days, 1000 days, 3650 days (10 years), and 7300 days (20 years) after the leakage occurs.
(4) Acoustic environment
The noise-generating equipment used in this project mainly includes shearing machines, water pumps, and fans, with noise levels ranging from 75 to 90dB (A). The predicted noise values at the factory boundaries during daytime meet the "Class 3" standard requirements specified in the "Emission Standard for Industrial Enterprises Noise at Boundary" (GB12348-2008). Therefore, the equipment noise during the project's operational phase will not have a significant impact on the acoustic environment of surrounding sensitive points.
III. Conclusion of Environmental Impact Assessment
The construction of this project conforms to the current national and local industrial policy requirements; the production process and facilities comply with the national technical specifications; upon completion, the project will yield significant environmental and social benefits.
After analyzing the impacts of the proposed project on wastewater, waste gas, noise, and solid waste, it is found that the environmental impacts of the project are within an acceptable range, provided that all pollution prevention measures are effectively implemented. Therefore, the project is feasible in terms of environmental protection.

This public notice is primarily targeted at units and individuals directly or indirectly affected by the construction of this project, as well as other members of the public who have opinions and suggestions regarding the project's construction.
